Being tied so closely to nature would make one assume that they wouldn't mind going for a swim when needed.
For players that speculate that the bugs that power these Spriggans would be unable to fly while underwater, that shouldn't matter. Spriggans have already proven they don't need a swarm of bugs to function as seen with the Burnt Spriggan variants on Solstheim. Nature has its own gods that control it, most notably Kynareth and the All-Maker. The All-Maker is part of the Skaal's monotheistic religion that is said to have created everything and is responsible for the fate of everything. Kynareth is much more focused on nature and Nirn's main elements.
Which god controls the Spriggans? It's hard to say. As seen with the Draugr in Solstheim, the All-Maker is certainly real. After you kill them, you can loot their bodies for a Taproot or Spriggan Sap. Spriggan are not to be taken lightly.
Always keep an eye out to see if they called on other forest creatures to fight for them. If their health is low, they may use magic to restore a bit of health , they may even use other magic spells to sap your health or stamina. It can however be countered with Kyne's Peace or prevented altogether with the Voice of the Sky effect from reading the etched tablets on the Seven Thousand Steps. Alternatively, with a maxed-out Illusion skill, Master of the Mind allows the Dragonborn to seize control of enthralled entities and turn them against their masters.
